Rättsväsendet här I Uganda är minst sagt lite annorlunda än hemma I Sverige. Polisyrket är dåligt betalt och därmed är korruption snarare regel än undantag.

Så kallad mob justice är inte ovanligt och blir någon t.ex. ertappad med att stjäla på marknaden i Kampala slits dennes kläder av och får således ta skammen och springa naken hem. Följden av att stjäla en boda-boda däremot kan vara att bli stenad till döds. Polisen kan möjligtvis komma senare och plocka upp kroppen. End of story.  

En annan markant skillnad är att här i Uganda använder poliskåren och militären sig av riktig ammunition när de utför sina övningar eller utbildningar. Vilket kanske inte låter som en big deal först, men om man då tänker sig att man kanske trycker in ett tjugotal personer i en byggnad och slänger in en handgranat… Hinner man inte ut på utsatt tid eller blir skjuten under en övning så är man ändå uppenbarligen inget polismaterial.

The right system here in Uganda is a bit different from Sweden, to say the least. Being a police means that you have a ridiculously low salary and therefore corruption is more a rule than an exception.

So called mob justice is pretty common. For example, if a person is caught stealing at the market in Kampala his/her clothes will be ripped off and he/she have to deal with the shame of running naked back home. The theft of a boda-boda on the other hand is punished by being stoned to death. The police may come a bit later to pick up the body but that’s the end of the story.

Another difference is that here in Uganda police force and military are using proper ammunition during practices or educational rehearses. That might not sound so bad at first, but then think that if you smash a bunch of candidates together into a building and throw in a hand grenade… If you don’t make it out of there when time is up or get shot during a practice you were obviously no police material anyway.

Fick frågan om huruvida jag visste hur man cyklade häromdagen. En självklarhet kan tyckas och helt sanningsenligt svarade jag därför ja. Något som jag inte kunde förutse var anklagelserna som följde efter detta påstående. Eleverna var helt eniga om att ”No! Teacher! You are lying! You don’t know!” och eftersom jag envist stod fast vid mitt ord kunde det hela bara sluta på ett sätt. Två killar sprang iväg och hämtade en äldre elevs skrangliga cykel och därmed var det upp till bevis. Bromsarna var icke-existerande och bara en pedal hade fotstöd, men jag klättrade upp på den vippande cykelsadeln och trampade iväg över skolgårdens alla kullar och ojämnheter. Uppståndelsen! Applåderna! En mzungo som cyklar! En kvinnlig mzungo dessutom! Vilken sensation! De ovationerna jag fick för mitt varv runt flaggstängerna och tillbaka kommer jag nog aldrig få igen.

The other day when hanging out with the children I was asked whether I knew how to ride a bike or not. Truthfully I said yes, of course I know. I could never in my life have predicted the storm of accusations that came after such a statement. Everyone was in total agreement that “No! Teacher! You are lying! You don’t know!” and since I was stubborn and stood by my word there was only one way this story could end. Two of the boys ran away to get a bike from one of the older students and then it was time for me to prove myself. The brakes were non-existing and only one of the pedals had a proper place for the foot, but I climbed up on the rickety saddle and rode away over the school area. The excitement! The applauds! A mzungo is riding on the bike! A FEMALE mzungo for crying out loud! What a sensation! Standing ovations like this I’m sure I’ll never receive in my life again.
